Dark stretches a haven for criminals
Police identify 1,300-odd roads in national Capital
NEW DELHI: Poorly-lit stretches in the Capital or those with defunct streetlights serve as a haven to anti-social elements who easily escape after committing such crimes. And Sunday’s gangrape of a 23-year-old girl has once again highlighted this very horrific fact.
The Delhi police had identified 1,300-odd stretches that were either poorly lit or had nonfunctional streetlights in May this year. In 2011, there were only 650 such roads. The Delhi police said crimes against women mostly take place in such areas.
The police are planning to send a list of such stretches to civic agencies once again, urging them to repair the streetlights. "We have decided to send a reminder to all agencies as they have failed to rectify the problems that we had highlighted earlier," said a police official.
According to the survey, some of such stretches are — M-block GK I, Aurobindo Marg, Chirag Delhi stretch, Chaitanya Mahaprabhu Marg in Hauz Khas, etc.
The survey has identified stretches that come under the jurisdiction of PWD, the three municipal corporations, NDMC.
“We will issue a direction to all our all the districts in the city to carry out a survey in their respective areas. Many areas under the jurisdiction of a particular police station have dark stretches and a few in bordering areas don't even have a streetlight," said an officer.
Police said poorly-lit stretches were the reason for rising criminal activities.

Parking projects way off mark
New Delhi: Like many of the erstwhile MCD’s ambitious parking projects, the stack parking on Sat Bhirawan Road, Karol Bagh, has also missed several deadlines. The project, which was sanctioned in 2009, is yet to be made operational. MCD had also planned a multilevel automated parking under PPP model at Shastri Park in Karol Bagh but it never took off due to poor response from bidders.
Despite collecting Rs 29 crore from traders as parking charges, North Corporation, created after the MCD trifurcation in April, has not been able to create new parking space in the market. “Over the years, the footfall in the Karol Bagh market has increased manifolds, but the corporation has done little to address the parking problem. The stack parking was to be completed before the Commonwealth Games but it is yet to be made operational,” said Lovleen Kumar, who owns a guesthouse.
Kumar claims the project is not feasible. “The parking lot has been constructed on the road. This will block traffic movement. The corporation planned this project in a hurry.”
Officials say the Rs 80-lakh project got delayed as it was challenged by a trader in the Delhi high court. But sources say the matter was resolved in August 2010. “After the court case, the project was put on hold due to Commonwealth Games. The construction work started in December 2010,” said an official. The parking, which has space for 90 cars, was to be completed within six months but the project got stuck in bureaucratic process. Similarly, the proposed parking near Jessa Ram Hospital is yet to be tendered.
While shoppers and traders complain about parking problems, the corporation has done little to identify new space. The corporation has seven authorized parking sites. Illegal parking is happening on all arterial roads. “They overcharge people and block the entire road as cars are parked in double lanes,” said Murli Mani, president of Karol Bagh Traders’ Association.
According to Yogender Chandolia, chairman, standing committee, North Corporation, “The stack parking was planned for the Commonwealth Games. But we could not start the project due to legal issues. We hope to complete it by early next year. As for Shastri Park, we will again float tenders. We are also going to identify new surface-level parking sites.”

Bloodbath over parking space- a common problem in Delhi

Surface parking lots in the NCR — run by both Delhi Metro and civic agencies — are hotspots of vehicle thefts
NEW DELHI/GURGAON/NOIDA: A board that says ‘authorised parking’, attendants in uniforms and a parking slip for your car — for most of us, it is an assuring sight, making us park our vehicles as we think they will be ‘safe’ there.
The truth is, however, is that your vehicle is not safe anywhere in the Delhi-NCR.
Aditya Jain, a 22-year-old management student from Jaipur, learnt this the hard way. A few months ago, his brand new Maruti Swift Dzire was stolen from an ‘authorised parking lot’ at a Metro station in the Capital.
“I had to apply for my visa and had gone to Nehru Place for that. I was told that the safest place to park my car would be the Nehru Place Metro station parking lot. I parked my car there and went to the visa office,” he said. “When I came back, the attendant told me that someone else had driven my car away,” he said.
It’s been three months and there’s no trace of Jain’s car.
Parking lots at Delhi Metro stations, it seems, have emerged as the latest hotspots for car thefts. This year, seven cases of vehicle thefts have been reported from the Rithala Metro police station alone that covers four Metro parking lots.
Another Metro police station, west Delhi’s Rajouri Garden — which covers the same number of parking lots — has been reporting at least one case of vehicle theft every month.
The same holds true for normal surface parkings too which are as unsafe as those of the Metro stations. Thefts of car parts and accessories such as tyres and music systems and costly items such as laptops from parked cars are also rising.
The fact that such incidents are taking place in authorised parking spaces points to the possibility of a nexus between police, corrupt officials of the land-owning agencies and the enterprising contractors.
On an average, nearly 1,000 vehicles are added to Delhi roads every day, leading to a severe shortage of parking space, which in turn helps parking mafias flourish in the city. The presence of such greedy parking mafias is also making parking lots unsafe.
In Noida, car thieves work in nexus with parking lot attendants, claim police sources. Car thefts are quite common at parking lots in Sector 18, 29, 36, 30 32,15,29 and 62.
Gurgaon residents are also completely at the mercy of the parking mafia. In fact, some contractors clearly mention on the parking slip that they will not be held responsible for the safety of the car.
